It's when socialized programs such as health, education, welfare, roads, media and now environmental laws and regulations gradually find their way into countries that are known as capitalist, or liberal democracies.

Reply:It is meant to imply something is wrong with a government collecting taxes. A government is supposed to provide all the features of an advanced society WITHOUT spending ANY money while doing it.
Pestilent slums are a better solution to social problems than taxes and government spending, and if not actively allowed to grow, then the country is falling into a socialist trap.
